Rising, as previously reported, entered the University of Utah in 2019. Cameron battled against Jake Bentley for the starting spot in 2020 after redshirting his first year at the university. Despite Bentley gaining the position, he started against the USC Trojans. Despite missing the remainder of the season due to a shoulder injury suffered during the game, he completed three six passes for 45 yards and an interception.

He returned from injury and challenged for the starting role in 2021 with Liberty Flames QB Charlie Brewer. Despite losing the starting quarterback position for the second time, the Utah Utes quarterback replaced Brewer after two games and started the final 11 games. The teenage quarterback completed 204 of 320 passes for 2,493 yards, 20 touchdowns, and five interceptions.
